We know that developing a European foreign policy requires a long period of political and intellectual coming-of-age. Since the Maastricht Treaty Jacques Delors has been calling for the development of “common actions” in key areas of the EU’s external action. The Institute is therefore focusing on the challenges of trade, relations with our neighbours, migration and security, while working to promote a comprehensive strategy to engage Europe in globalisation through enhanced coordination of the entire range of external action instruments.
