The European Union, its legislations and its powers

In the perspective of the 22-25 May European elections, Notre Europe - Jacques Delors Institute contributes to the debate about the impact of European Union legislations and powers on the Member States and the citizens, by publishing a series of analyses.

- The EU and its legislation: prison of peoples or chicken coops? It seems more than ever necessary to clarify the debate on the proportion of national laws of "European origin". This is the purpose of this Policy paper by Yves Bertoncini, which concludes that such proportion is closer to 20% than to 80% and underlines that it's not because the European elections are "subsidiary" elections that they are secondary ones.

- Who calls the shots in the euro area? "Brussels" or the member states? This Policy paper by Sofia Fernandes sets out to clarify the powers held by the European institutions in connexion with the conduct of national fiscal, economic and social policies.

- The "stupidity pact" is not stable As the member states have just presented their stability or convergence programmes to the EU authorities and with the up-coming European elections of May 2014, Sofia Fernandes and Yves Bertoncini clarify the terms of the debate on the Stability and Growth pact.

- European elections: the abstention trap The constant rise of abstention since 1979 is monopolising the attention of the observers and players in European parliamentary life to the point where it is overshadowing most of the causes of political and institutional nature identified in this Policy paper by Yves Bertoncini, including the limited power of the European Parliament.
